DDA and EN81-70 Background

The Disabled Discrimination Act or DDA was introduced in 1995
• Part I was aimed at ending the discrimination disabled people face during day to day activities.
• Part II was designed to prevent discrimination against the disabled in employment. It placed the onus employers to develop solutions to enable disabled persons to be employed.
• Part III placed duties on building owners and occupiers not to discriminate against people in the provision of services and accommodation. It made it unlawful for service providers to refuse to serve a disabled person or offer them service at a lower standard for reasons relating to their disability.

From October 1999, section 21 of the DDA required service providers to take active steps to make their goods and services readily available to disabled people. Since October 2004, service providers have to make reasonable adjustments to the physical features of their premises to overcome any barriers to access.

The Lift Regulations
EU Lift Directive 95/16/EC (The Lift Regulations 1997)
The directive was designed to create a common standard of safety to which all new lifts within the EU would conform and would be enforceable in each member country by law, superseding the previous recommendations contained in BS 5655 Parts 1 to 10. The directive was enacted by the European Council on 1st July 1997, the UK version being known as “The Lift Regulations 1997”. This resulted in a series of standards:

BS EN81-2:1998 Safety Rules for the construction and installation of lifts Part 2 Hydraulic Lifts
BS EN81-3:2001 Safety Rules for the construction and installation of lifts Part 3 Electric & Hydraulic Service Lifts

EN81-70:2002 Deals specifically with disabled access to elevators and considers issues such as minimum car dimensions and signalling.

Audible Signals
To aid the visually impaired Digitalker® Speech Units & Gongs provide an announcement of the arrival of the lift and its direction, inside and outside the car.
Choose one of 32 different languages to announce the arrival of the car and its current position as it moves.
BUZZ-L Button Buzzer gives an audible confirmation that a car or landing button has been pushed.

Visible Signals
The standard calls for illuminated indicator arrows above or near the doors, between 1800mm and 2500mm from the floor with a viewing angle of at least 140° where the control system tells you the next direction of travel before entering the car.

Alarm & Communication Systems
Passenger lifts require an emergency communication system. An Induction Loop for the benefit of people who wear a hearing aid with T setting is a useful addition in meeting the needs of the disabled.
